Norris Dickard

Norris Dickard is a senior associate at the Benton Foundation. His work focuses on public policies related to universal service, educational technology, and bridging the digital divide. From 1992 to 2001, Norris worked as a senior policy advisor at the U.S. Department of Education. He developed the Community Technology Centers Program as part of President Clinton's Digital Opportunity Initiative.
