How do you reset routines mid-semester without it feeling punitive?

I teach 9th grade Social Studies. Cell phones and transitions have made things a bit wobbly as of late. I’ll reteach, but I want it to feel supportive. What sequencing/ scripting works for others out there? Thanks in advance.
