How do I manage a classroom of uninspired Gen Ed students with a majority that are ML?

I have a huge class of 6th graders that are gen. ed. and many of them come from very diverse backgrounds and don't speak English. This group's scores are low, they don't participate and they have lots of behavior issues (talking in class, writing on the desk, refusing to do the work, and English barrier). Please help me help them.
