Percentage of the nation's 15,000 school districts that say they have reduced time spent on subjects such as art, social studies, and history since the No Child Left Behind Act was instituted five years ago. NCLB places increased emphasis on reading and math proficiency, prompting thousands of schools to reduce, and even eliminate, time spent on other subjects, according to the Center on Education Policy. Under NCLB, schools that do not deliver high enough test scores face stiff penalties and reduced federal funding. About 80 percent of school districts also said they have costs associated with NCLB not covered by federal funding.
