Does rounding up an F to 50 percent help, or harm, struggling students?

Help. It ensures that no student is ruled out from passing a class due to poor grades early in the year, and it encourages failing students to raise their grades.
Hurt. Grade inflation does a disservice to both failing and high-achieving students, and it sends the wrong message about the value of hard work.
None of the above. (Comment below.)
