Should the salaries for educators in troubled schools be higher than for those in other schools?

Yes. These jobs are very difficult and tend to offer lower salaries than teaching positions in more affluent districts. Higher salaries will attract experienced educators to the schools that need them the most.
No. Higher salaries won’t make a difference in troubled schools. If other changes, such as teacher-mentoring programs, incentives for experienced administrators, or improved facilities, aren’t made, competitive paychecks will not keep good teachers there.
No. All teacher salaries should be higher, regardless of where they work.
