Yes. Preschool has been shown to have positive effects on future school performance, and all children, regardless of income, should have access to high-quality preschool programs.
No. Adding preschool to the regular grades could quash early creative impulses, and, ultimately, the choice of preschool should be left to the discretion of parents or guardians.
