what are those units of education where technology can never be used.To those aspects of teaching and learning where technology will give flawed results.
What I strongly assume is the evaluation of emotional skills can not be done truly with any kind of technology.These are sensitive judgement often the wisest teachers have failed.How the strength of joy can be judged?How the anxiety of exams can be judged?How the depth of guilt can be judged? for that we need a sensitive technology which can measure these living traits in children.
So our students have Living and Non Living skills.Do you agree?

Yes you are right. The emotion cannot be measure with technology but no one can measure any one emotional skill, like you said the sensitive technology for children is not possible to measure it.
