I made a website about technology use in Japan.78.2 % of Japanese people have access to a computer and the Internet, but are they really enjoying the benefits of information and communication technology (ICT)? I examine why ICT education has not been more prominent in Japanese educational system. In the solution section, I argue what individual teachers can do to change the social context of Japanese educational system. It is important to think about this issue because the use of technology is strongly connected to social context, and just buying computers and internet connection cannot improve ICT education.
