SEL for a small segment of the student body

I am coordinating efforts to help the most at risk students in our school district for dropout. SEL seems to be a great way to reach these K-12 students (75 in all). I see obstacles though. The teachers and Principals will not be using this district wide, so I will be very isolated. Are there any thoughts out there about the effectiveness of SEL in these circumstances?

Data. Do your program / group and keep data before and after. Simple data such as attendance, grades, discipline. A similar group with middle school students who had 3 or more "Fs" showed a 64% increase in grades and a %100 improvement in discipline referals. How much will that improve the ability of the teacher to teach - not just that small group participating.
