More States Drop Out of Race to the Top (New Mexico Independent)

Indiana and Kansas withdraw their bids for RTTT. (Alaska and Texas were already out.)

Does that leave more for the rest of the states? Or does it mean the whole initiative is flawed and needs to be reconsidered?
