Teacher quality is but one leg of a tripod. The quality of the administration is absolutely key to allowing innovative teachers the room to grow and try new ideas. The third leg is the student/parent leg. Until the students want to learn, until a culture of learning is rooted in each and every home, neither good teachers nor good administrators will sway the outcome. All three legs are necessary.
