Michael, Nebraska is more diverse than you think. A majority of the Western towns have a significant amount of Spanish speaking students with ELL needs. And if you look at the recent census data, 3 of the nations top 10 poorest counties, are in Nebraska. What the state education system is doing is breathtaking and is revolutionary. I would bet the state of California would be better off adopting the Nebraska S.T.A.R.S. system.
