I started a Gay Straight Alliance at our high school 4 years ago. The first year was one of starts and stops, with participation in the club's meetings up and down. For the past 3 years a very active group of straight and gay students have been doing very well with activities to support all students. Our administration is also using the Safe School Ambassadors program which addresses any bullying or harrassment. We are not perfect, and almost daily I have to stop the use of "that's so gay," but I think these two programs are worth a try at other high schools.
