Are all kids really capable

Are all kids really capable or is their presence at the cost of those who are really gifted. I wonder if the limits of the IB program are set by the weakest links in the class. While it is nice that some kids will receive a boost from their brighter peers, the same peers might also be slowed down. Thoughts?
